FALL.SYS.RISER-CONTROL Riser society is stabilized through two complementary behavioral mechanisms: fear of falling and promise of ascent. These are institutionalized through The Fallen and the Ascent Lottery. 23.1 The Fallen FALL.INST.FALLEN-LIST The Fallen is a regularly published list of real people who have lost altitude, status, access, or position. The list is curated and weaponized as propaganda. Its function is psychological: it tells Risers that failure can remove everything they currently possess. 23.2 Ascent Lottery FALL.INST.ASCENT-LOTTERY The Ascent Lottery is a formal mechanism through which lower-status people may theoretically gain upward mobility. The lottery is substantially manipulated. It nevertheless produces enough credible outcomes, visible winners, or public belief to preserve hope. THE FALLEN -> FEAR. THE LOTTERY -> HOPE. FEAR + HOPE -> COMPLIANCE.
