Sky Governance and Legitimacy

FALL.POWER.SKY The Sky People control much of the world's institutional power, but their authority cannot be understood only as raw coercion. Their legitimacy is intertwined with sacred ascent. The Sky People historically rose through the same Mountain rite that Crawlers still seek to complete. This means the governing system has an internal contradiction. It benefits from controlling altitude while also depending on the cultural claim that ascent remains available. The Mountain becomes both a source of legitimacy and a structural vulnerability.
